Statewide, 51% of beneficiaries chose Medicare Advantage in 2025. Counties above that line see more prior authorizations and more denials worth appealing; counties below it lean on Medigap timing, which in Arizona follows the federal rules with no birthday rule and no annual reset: the one guaranteed six-month window opens at 65, and Arizona does not offer Medigap to beneficiaries under 65 who qualify through disability, so getting the timing right the first time is what counts.
