Medicare is federal, but the rules and assistance programs around it change at the state line. These four are specific to Indiana, and your advocate works with them every week.
Your six-month Medigap Open Enrollment Period begins the first month you are both 65 or older and enrolled in Part B, and it does not repeat. Indiana has no birthday rule and no year-round switching, so miss that window and insurers can medically underwrite you. What changed recently: as of January 1, 2025, Indiana law (Senate Enrolled Act 215) gives Medicare beneficiaries under 65 who qualify through disability or ESRD a guaranteed-issue right to buy a Medicare Supplement policy, something the state did not broadly offer before. Plans A, B, and D must be sold at the same premium a 65-year-old pays in their guaranteed-issue period; other plans can be priced higher. Timing and plan choice are the whole game, which is exactly where an advocate earns their keep.
Indiana's State Health Insurance Assistance Program is called SHIP, and unlike most states it is run by the Indiana Department of Insurance rather than the aging agency, with trained, commission-free counselors and volunteers statewide. Statewide helpline: 1-800-452-4800. Counselors take no commissions and sell nothing. Great for one-off enrollment questions; we point our own members there during Open Enrollment.
Indiana does not run its own state prescription-assistance program, so the drug-cost help here is federal: many Hoosiers qualify for Extra Help (the Part D Low-Income Subsidy) but never enroll. On top of that, Indiana Medicaid runs the Medicare Savings Programs as QMB, SLMB, and QI to help cover Part B premiums and cost-sharing. Apply for those through the FSSA Benefits Portal (fssabenefits.in.gov) or a local Division of Family Resources (DFR) office, or call the DFR benefits line at 1-800-403-0864. Screening for every one of these is standard advocate work, and most eligible seniors never claim them.
Indiana's Medicaid alternatives to a nursing facility now run through Indiana PathWays for Aging, the managed long-term services and supports program for Hoosiers 60 and older on Medicaid (including dual-eligibles), which launched July 1, 2024 and is administered by Indiana Family and Social Services Administration (FSSA). Its home-and-community services flow through the PathWays to Aging Waiver (the successor to Indiana's Aged & Disabled Waiver), and its Structured Family Caregiving option can pay a qualified family caregiver who lives with the person. PACE (Program of All-Inclusive Care for the Elderly) bundles all care for adults 55 and older who need a nursing-facility level of care, with Indiana centers around Indianapolis, Fort Wayne, Lafayette, and Northwest Indiana. These are Medicaid programs; for dual-eligible families we handle the Medicare side while you run the caregiving.
