Statewide, 46.3% of beneficiaries chose Medicare Advantage in 2025, a roughly even split with Original Medicare. Counties above that line see more prior authorizations and more denials worth appealing; counties below it lean on Medigap rights, which in Arkansas follow the federal rules: the only guaranteed window to buy any plan without underwriting is the six-month Open Enrollment Period at 65, there is no birthday rule, and under-65 disability beneficiaries are guaranteed only at least one plan (almost always Plan A, since July 2018) at a higher-than-age-65 premium. About 11.2% of Arkansas seniors live below the poverty line, the group most likely to qualify for unclaimed help: Extra Help and the Medicare Savings Programs.
