Statewide, 49.9% of beneficiaries chose Medicare Advantage in 2025. Counties above that line see more prior authorizations and more denials worth appealing; counties below it lean on Medigap, where Idaho adds a yearly birthday rule: for 63 days beginning on their birthday, a Medigap policyholder can buy a policy with comparable or lesser benefits from any insurer without health questions, and policies issued after February 28, 2022 are community rated, so premiums are not based on age. People under 65 on Medicare through disability also get a six-month Medigap open enrollment when their Part B begins. About 8.3% of Idaho seniors live below the poverty line, the group most likely to qualify for unclaimed help: Extra Help and Idaho's Medicare Savings Programs, which the Department of Health and Welfare decides with an income and resource test.
