Statewide, 58.6% of beneficiaries chose Medicare Advantage in 2025. Counties above that line see more prior authorizations and more denials worth appealing; counties below it lean on Medigap, which Maine community-rates (premiums cannot vary by age or health) and where members with no gap in supplemental coverage of more than 90 days can switch at any time to a plan with the same or fewer benefits, with no health questions. About 9.2% of Maine seniors live below the poverty line, the group most likely to qualify for unclaimed help: Extra Help and Maine's Medicare Savings Programs, which have no asset test and, since July 2024, reach incomes up to 250% of the federal poverty level.
