Statewide, 35.9% of beneficiaries chose Medicare Advantage in 2025, a lower share than most states, so Medigap timing and Part B billing questions come up constantly. Counties above that line see more prior authorizations and more denials worth appealing. Massachusetts is one of the most consumer-friendly Medigap states in the country: it uses its own standardized plans (Core, Supplement 1, and Supplement 1A), it is community-rated so premiums cannot vary by age or health, and it offers continuous guaranteed issue, meaning you can switch supplements year-round with no medical underwriting. About 10.2% of Massachusetts seniors live below the poverty line, the group most likely to qualify for unclaimed help: Prescription Advantage, federal Extra Help, and the Medicare Savings Programs, which MassHealth runs with no asset test.
