Statewide, 55.3% of beneficiaries chose Medicare Advantage in 2025. Counties above that line see more prior authorizations and more denials worth appealing; counties below it lean on Medigap, where a 2026 West Virginia law added a yearly birthday rule: a policyholder with at least 24 months of coverage can switch, in a 60-day window starting the first day of their birthday month, to a policy with the same or lesser benefits from the same insurer or an affiliate, without health questions. About 11.2% of West Virginia seniors live below the poverty line, the group most likely to qualify for unclaimed help: Extra Help and West Virginia's Medicare Savings Programs, which the Department of Human Services decides with an income and resource test.
