Statewide, 53.8% of beneficiaries chose Medicare Advantage in 2025. Counties above that line see more prior authorizations and more denials worth appealing; counties below it lean on Medigap, where Missouri adds a yearly anniversary rule: a Medigap policyholder who drops their policy within 30 days of its anniversary date can buy the same plan letter from any insurer without health questions. People under 65 on Medicare through disability also get a six-month Medigap open enrollment when they enroll in Part B. About 10% of Missouri seniors live below the poverty line, the group most likely to qualify for unclaimed help: Extra Help, Missouri's Medicare Savings Programs, which the Family Support Division decides with an income and resource test, and MORx, the state pharmacy assistance program that pays half of Part D out-of-pocket drug costs for people with Medicare and MO HealthNet.
